Passing of Elk Howard Richard "Dick" Millard

​t is my sad duty to inform you that a Life Member of our Lodge has passed and that we will have a Lodge of Sorrow in his honor at the Thursday, February 17, 2022, Lodge Meeting.

Howard Richard ‘Dick” Millard, 92, of Wheeling passed away on Monday, February 15, 2022 peacefully in his sleep. 

Dick was born on June 16, 1929, to the late James and Marie Millard. He is survived by his sons Jay (Marsha) Millard of Cincinnati, OH and Michael Cass (Kimberley) McMillan of Huntington, WV as well as his grandchildren: Dominic Millard, Meghan Millard, Michael Cass McMillian II, Joshua McMillian, and Braxton Michels along with his great grandchildren: Tucker McMillian, Tanner McMillian, Landon Michels, and Kinsleigh Michels. Along with his parents, Dick was preceded in death by his sister Eleanor Bock.

Dick was a 1st Lieutenant serving in the U. S. Army during the Korean War. After returning from the war, he joined the Wheeling Police Department and served the citizens of Wheeling for 28 years before retiring as a Lieutenant. Along with serving his country and community, Dick was a longtime OVAC football official and an active member of the Benevolent and Protective Order of Elks (Life Member) Lodge No. 28, Masonic Lodge, Osiris Shrine, Royal Order of Jesters and the Fraternal Order of Police.

Private services will be held at the convenience of the family.

Donations may be made in his name to the Jay and Marsha Millard Foundation, Inc. for the benefit of Twin Rails Sober Living Facility Covington, KY. Funeral arrangements entrusted to Kepner Funeral Home, 900 National Rd., Wheeling, WV, 26003 (304-232-2732).
